S4810 OpenFlow egress QoS

Hi, 

I'm implementing SDN network using Dell S4810 switches as they support OpenFlow 1.0, and it is working properly now. 

Also, I need to set egress QoS on the switches using OpenFlow. According to "Dell OpenFlow Deployment and User Guide 3.0 (2015-02)”, SET_ENQUEUE OpenFlow action can be used to set egress QoS, and there are four pre-defined QoS queues. So, I install a flow that has SET_ENQUEUE (Q0) and OUTPUT (Te 0/2) actions as follows:

Instance: 1, Table: acl, Flow: 3, Cookie: 0x0
Priority: 10, Internal Priority: 10
Up Time: 0d 00:00:57, Hard Timeout: 60 seconds
Idle Timeout: 30 seconds, Internal Idle Timeout: 30 seconds
Packets: 8068520, Bytes: 12247226482
Match Parameters:
Valid Match: DMAC,Vid
In Port : * EType : *
SMAC : * DMAC : 00:1b:21:89:47:ea
VLAN id : 1000 VLAN PCP : *
IP TOS : * IP proto : *
Src IP : * Dest IP : *
Src Port : * Dest Port : *
Actions:
Set Enqueue: Te 0/2:0

However, line speed is not decreased as I expect, though packets are forwarded successfully by the installed flow.

Could you please give me a little advice to solve this problem? Is there any restrictions to set egress QoS on OpenFlow mode?
