Management access to PowerConnect 3548 from remote network segments

I am having a problem accessing the remote PowerConnect switches we have at out remote sites or my home office when I am connected remotely.

My power connect switches are configured with multiple vlans but each has the management vlan set to vlan 101 which is on a 10.10.0.0 network segment.  Out home office is 10.10.2.0/24 and the switch is 10.10.2.2.  Remote locations are 10.10.10.0/24, 10.10.11.0/24, etc.  They all connect to our home office via IPSEC tunnel via router where the 10.10 network is defined as 10.10.0.0/16.

I have no problems accessing the web or ssh management interfaces on the switches when I am on the same /24 network segment.  I can ping all the way to every device across the network but unless I am in the same /24 network segment I cannot access the web or ssh interface of the switch. If I drop an HP switch in place of the Dell at the remote sites, I can get to the web and telnet interfaces of the HP switch remotely, so I am confident this isn't a routing or ACL issue on the firewalls.

At one time this was all working but I cannot track down what change may have occurred that caused this issue.

Are there any suggestions as t where to start troubleshooting this problem?
